This project was a part of a scheme following recommendations from the Royal Commission into Family Violence in 2016 to reduce its frequency and impact, improve support for survivors, and coordinate community and government services. Four new courts were commissioned with an emphasis on family safety for communities throughout Victoria, the sites included Frankston, Ballarat, Moorabbin and Heidelberg.

The Frankston court design involved the introduction of an additional family lawcourt with associated areas into an existing facility. The existing structure was not fit for purpose as both parties shared the same space on entering the building including waiting rooms and courtrooms which in many cases increased stress. Providing separate physical areas where parties would feel safe and welcomed was a key requirement for the project.

Designed by Billard Leece Partnership Architects, for CSBA, the family court’s new features include additional entry to the court building, staff offices, separated waiting areas, interview rooms, amenities, and access into the courtroom through separate doors. Interview rooms and court rooms were configured with state-of-the-art technology to facilitate video conferencing and remote appearances for witnesses who prefer not to appear physically in the courtroom. The interior design features warm natural timber panels to create privacy between walkways and carve out play-zones for children together with soft textures and greenery to create a secure, family friendly environment.

An existing authority services easement was also required to be removed.
